My comments: 3 Simple Features that can create an impactful ‘Planning Commission’

My comments:
The write up is based on the thinking and policy planning in and by and for the superstructure which may contain, at the best 10-12 crores of Indians. It does not even assume that their is huge base consisting of left out over 110 crores of the population who are not getting much benefit out of the Plan expenditures and products of this. It suggests centralisation of the planning and execution processes which is just opposed to the democratic requirements of a country like India. So it does not have much meaning. My suggestion is that there is no need to hurry up. If Govt or its think tank is not confirmed on its conclusion that Planning Commission is a useless Body it must set up a formal or informal group of people representing various levels of the Society. It should avoid having experts/ specialists who look only for text book solutions through colored graphs. This group must finish its study in 3-months time on the uselessness of the just disbanded/ dissolved Planning Commission. Whatever be the Govt stand on this point the major job should be for a group of PMs confidants to meet people at the Ground level, collect information and then prepare an integrated Plan incorporating honestly the findings from all levels of the Society for the benefit of all. This will be a long term, if not permanent one to the current planning and execution strategy. A major factor in any planning should be weeding out corrupt and corrupt practices, provision of punishment to inefficient and incompetent and Citizens Charter for decentralising and democratising the Development process.
