The absence of the Govt Babus from scheduled meetings of serious nature of this type is not a serious issue before them and their masters. Absence of a daily wager causes him no wages for the day, improper output on worksite is punishable in terms of wage cut but what is at stake for a Govt employee whose service condition does not include provision of punishment, suspension, termination, salary cut etc for not giving output. So the first task before the Govt is to straighten the tails of the high Govt officials incl. bureaucrats and then worry about the real down to earth issues.
